Hemiciclo – Journal of Legislative Studies  was established as an academic forum committed to critical reflection, knowledge production, and the promotion of pluralistic thought on parliamentary affairs and their multiple connections with democratic life.

Published by the Higher Institute of the Legislative Academy of the National Congress, Hemiciclo seeks to serve as a rigorous and open platform where researchers, professionals, academics, and institutional stakeholders can share their analyses, experiences, and proposals on legislative, legal, and political matters.

Published under a continuous digital publication model, the journal features original and previously unpublished contributions addressing topics such as public law, legislative history, public policy, parliamentary ethics, governance, institutional communication, and contemporary challenges facing the legislative function. Through its thematic and methodological diversity, the journal aims to enrich democratic debate from a critical and inclusive perspective.

Hemiciclo seeks to strengthen the relationship between academia and the legislative sphere by promoting applied research, continuing education, and institutional improvement. It also adheres to an open-access editorial policy grounded in transparency and a strong commitment to quality.

We invite the academic and legislative communities, as well as the wider public, to take part in this publishing initiative which, from the heart of Parliament, aspires to broaden the horizons of legislative thought in Paraguay and across the region.
